Yes, this is definitely a Warbling Vireo.
After some more research, I think it's a Warbling Vireo (but some confirmation would be nice!)
What size is it? The short tail and white above the eye makes me wonder if it's a Tennessee Warbler. What do you think? http://www.allaboutbirds.org/guide/Tennessee_Warbler/id
