Habitat:

Small lake on a private ranch near Lakeview, OR

Thanks to both of you, I thought it might be, but just wasn't sure. I couldn't get any closer as the lake was fenced off. There were several of them over the week we spent on the ranch

hard to tell from this distance, but looks like an Ibis. The White Faced Ibis can be found in Oregon. http://www.paulnoll.com/Oregon/Birds/Likely/likely-Ibis-White-faced.html
