1cm. insect on leaf of plant with yellow compound flowers

Habitat:

unmanaged field

Notes:

also on flowers were bumble bees and several species of wasp. Second photo shows the flowering plant

I'm not sure I've ever seen a Locust Borer that wasn't on Goldenrod.
