Either Polistes bellicosus or Polistes dorsalis. A couple of the differentiating traits are the coloration of the hind femora and the extent of yellow on the clypeus. I think I see less than 50% coverage on the latter trait, which would be an indicator of Polistes dorsalis if I'm seeing this trait accurately.
