Thank you ladies, I am updating now. I have a handfull of other tropical bird spotting su, I'd appreciate your perusal to see that I have correctly IDed them.
You are right, Carolina. And not just the beak color but the eye color as well. This spotting does have the lighter eye than the moustached parakeet (http://www.birdchannel.com/bird-species/profiles/derbyan-parakeet-2.aspx). So Ariana please ignore my previous comment but still update your terrific spotting.
What a about a Lord Derby's parakeet (Psittacula derbiana), auntnance? http://en.wikipedia.org/wiki/Lord_Derby's_Parakeet A female one because of her black bill.
If you are satisfied that it is a moustached parakeet, it would be helpful for you to edit the spotting as such.

I failed to add critical information to the spotting, which is that it was seen at the Central Park Zoo, in the tropical room.
Hm. It seems that if it's in New York City, it's more than likely one of the pets that escaped, and it's likely that those interbred; this might be a mix of multiple species rather than one distinct one. Just a guess! I'm most certainly not a parrot expert.
