One of the giant water bugs. My guess would be Lethocerus americanus. http://bugguide.net/node/view/13708
My first guess was Nepa cinerea a water scorpion species. http://en.wikipedia.org/wiki/Nepa_cinerea

we call this a toe biter in Aust, Abedus indentatus. I think there is a similar american, one
I honestly have no clue, it was found on a parking lot last September
