It looks a bit like the spittlebugs (also known as froghoppers - Machaerotidae) I've seen here in Colorado. But the tail looks different, and it's hard to tell about its size. Nice photo!

I often spot this insect on my desert rose and it makes its leaves curl at the ends. Is it some sort of a planthopper? Still not very sure what species it is though...
