Seen in a garden in mountainous rainforest between San Isidro de la General and Dominical in Costa Rica.

thanks Scott. I went with H.pendula after further investigation...
There are many instances of this being called Heliconia pendula on the internet, e.g. http://www.visoflora.com/photos-nature/photo-heliconia-pendula.html I agree that it could be H. rostrata as well. Some sites show pendula as not resembling rostrata, i.e. with longer, sharper bracts.
