Ornamental Tobacco plants come in many colours and are used as summer bedding, the white form Nicotiana sylvestris is very sweetly perfumed. It's definitely not Periwinkle http://en.wikipedia.org/wiki/Periwinkle_%28color%29 If you check the leaves and form in your photo you will see that it's not the same : )
