So I can call its Parasitic wasp pupa baring caterpillar of Sphinx moth....!!
I think it would be unlikely that all the caterpillars would be so uniformly parasited.

My guess is Tussock or its related something... White colour look like White short fur.
most of the caterpillars are on a feeding frenzy
looks very different and unique ashish never seen anything like this before
They behave like a pest.
