Description:

very small 3/8 inch; seemed thick, almost waxy

spotted in outdoor garden

After all of the examples that I looked at I can understand why. Again I thank you; and for now I'll leave it at that, stelis.
Stelis are hard to ID. The Orchid taxonomist at Kew a few years back used to refuse to try and verify species when they came into flower! Since then, I think there has been a new work published on the genus, but I don't think you can confidently get closer than the genus for this without asking the owner of the garden what they bought it as, or someone with some proper expertise taking a look.
