Description:

The flatworms, known in scientific literature as Platyhelminthes or Plathelminthes are a phylum of relatively simple bilaterian, unsegmented, soft-bodied invertebrate animals. Unlike other bilaterians, they have no body cavity, and no specialized circulatory and respiratory organs, which restricts them to flattened shapes that allow oxygen and nutrients to pass through their bodies by diffusion.

Habitat:

Caribbean. Found in sea bed floors with algae, around 3 to 5 m deep. While snorkeling.

Found it! its a Splendid Flatworm Pseudoceros splendidus, its actually quite rare! good spot!
its similar to pseudobiceros gloriosus, but thats an indo-pacific species so trying to find the Carribean equivalent
Its a type of flat worm, not nudibranch from the phylum Platyhelminthes, these can free swim in the water colum, common on night dives, i got an id guide so ill try get the species for you.
I know its noway a Skate fish... but such marine slugs(or invertebrates) with pectoral fins are called Skate fish(it is wrong). So I marked second link.
Another possibility is that it is a baby sea hare (another type of mollusc).
Ashish, this is not a skate fish at all. I have seen many skate fishes in my diving since 2002 and trust me, they are not like this. this was only few cm long and it looked like a small version of the nudibranch spanish dancer, or otherwise a planaria. I still need to find the ID but for sure is not a vertebrate and is not a fish.
Its not fish but a marine slug... but look like and behave like a skate fish. They must small.

Yes, it was sort of swimming in the water and when it saw me or felt me, it tried to hide in the algae at the bottom..it took many shots to get a decent one because it was while snorkeling and I am a very buoyant person :-)
