Yes, it is a wasp. The only article I could found about them was this: http://www.afternoondc.in/spectrum/the-x-flies-aliens-on-earth/article_26003 It would be really cool if someone could give an ID, this wasp is way too cool!

The eyes look like many of the Paper Wasps family. I first thought it might be a Polistes, but they'r enot a common species of the Phillipines. Some hornets also have the same "eye-shield".
