Resembles a bald-faced hornet's (Dolichovespula maculata http://en.wikipedia.org/wiki/Bald-faced_hornet) nest (http://www.whatsthatbug.com/2011/09/14/bald-faced-hornet-nest-4/) and the range is right. So maybe but not positively...
