yes, looks more like a Bradynobaenidae. Besides the Stinger, it also has an "ant like" knot between the torax and the abdomen
Looking more closely I'm pretty sure I see a stinger. Guess this isn't a male after all.
This could be a wasp in the family Bradynobaenidae (http://bugguide.net/node/view/77371) or a male Mutillid (http://bugguide.net/node/view/159/). These two families can look a lot alike.
