It is extremely common to find it hidden in the rocks if you dive here along Sesimbra National Park coast line. The only thing tricky about that is that sometimes a whole fish species disappear for some time according to weather or season. But I have been spotting this little ones for some months
Yeah I'm pretty sure it's a goby, but don't think I could ID it to a species. Could you tell us if you saw this diving, or if it was in an aquarium or something? That would be super helpful in ruling out what it can't be!
Possibly Istigobius but I am not sure if they are found in the Atlantic.
i think its from this family Synodontidae but i didnt found him with this color
