You should really invest in a 5 gallon with a heater your betta is pale and thin. They are tropical fish and will get sick if they are any colder than below 78 for long. I also suggest a slow moving filter, and feeding frozen foods like bloodworms,brine shrimp, and daphnia, only once in a while giving hikari betta pellets, mabye 2 per day betta stomachs are the size of there eyes!
