It is a species of sea star with pure blue color. These sea stars may grow up to 30 cm in diameter

Habitat:

An inhabitant of coral reefs and sea grass beds.

Yes Ingrid3, Linckia multifora is able to shed one arm that can grow into a new individual. https://en.wikipedia.org/wiki/Linckia_multifora
I believe at least on species from this genus is known to reproduce by fragmentation - dropping an arm! nature is very inventive
