One difference between Orthetrum testaceum and a Red-veined Meadowhawk is that the numbers of segments at the costa before the nodus at the front wings are different.
It may be a Red-veined Meadowhawk. Such would be rare based on where it was spotted, however, this link with picture and description is worth checking out. The similarity in both pictures is striking, at least to me. http://imnh.isu.edu/digitalatlas/bio/insects/drgnfly/libefam/syma/symafr.htm
Now this is a tough one to be identified. Banyak pepatung merah dalam keluarga pepatung LIBELLULIDAE. Luckily it's wing patterns are clear, I used that to identify it.
