Keithp, You are absolutely correct, it's definitely Piebald coloration. It's a natural mutation that occurs within the many deer species. http://en.wikipedia.org/wiki/Deer#Piebald_deer

may be suffering from leucism...a disorder in melanin synthesis...like vitiligo in humans

reminds me of a reindeer

Being that color would make it more vulnerable for attack.
