Could be planted there yes, but looked as it was in a natural surrounding....
I think this is a hybrid form of grevillea called "Moonlight". Grevillea robusta is a large tree with honey orange flowers. Also the foliage of G. robusta is not so fine as with this specimen. Was it encountered in a garden situation?
On looking at this, my first suggestion would be a type of grevillea.
