This spotting on Hibiscus sp. in a large semi-urban yard/garden next to a disturbed patch of remnant forest.

Yes, different families (Cicadellidae for leafhoppers, not in superfamily Cercopoidea as are froghoppers) and the nymphs of leahhoppers don't produce spittle (?).
