big size colorful wasp. This one was busy either feeding its larvae or building its nest. :)

i am not sure what it was really doing.... i thought it was tending to its larvae... in the other photos you can see the white eggs or larvae within the holes of the nest.
Usually hornets - states are sometimes just about 30 specimen. But the tail looks unusual for it - reminds more of a paperwasp. Can you tell if it is climbing on it's own nest or is it robbing another?
which one is solitary ? wasp or hornet ? this one was definitely solitary. :)
