Description:

Saw this tiny fly struggling in the sand. Unsure if it is dying or just emerging from a metamorphosis or what. In very sandy soil.

KarenL - looks a bit like it, but the wings are different. Note the extra dark outline on outside of outer edge of wings - more like American Hoverfly.
The stripe pattern looks like Syrphus ribesii! Tricky little things to ID these small flies! :)
Thank you, misako.hill - definitely a hoverfly. Thanks to your reference, I think I've narrowed it down to Dasysyrphus albostriatus - it's a dead-ringer for that subspecies - but that species is European, and this critter was found in East Texas. Hmmm.
