Description:

this frog is a little smaller than a quarter, dark brown to black on top, has thin white stripes that go from the bottom of the neck to the side of the neck.

Habitat:

Tropical dry forest. End of rainy season

Like Chris mentioned below, might be a complex of E. bransfordii.
The barred upper lip of white and dark brown is one indication. Also this spotting has parallel dorsolateral ridges and raised warty areas that run parallell dorsally. The pictures online show a lot of variation in color. Coloration can change depending on temperature, breeding, humidity, etc. I can't be for sure, but that is the ID I am thinking.
How can you be sure? the colors of the fotos I looked at are so different from the speicman in my terrible foto.
On this one, I had it narrowed down to Eleutherodactylus bransfordii.

I believe it might be a complex of Craugastor (Eleutherodactylus) bransfordii.
It is a large leaf that was trimmed from another plant a week earlier. It is decomposing slowly because we were in the height of the rainy season here and because of a combination of cloud cover and shade by hovering trees.
