it was sat on this gate whilst his trainer was un-tangling his leash. We saw this while walking on my sons school run.
its definatly some sort of goshawk
Harrier would show a facial disk. It's a species of Accipiter, and my suggestion would be immature Northern Goshawk (Accipiter gentilis).
Lovely bird! Looks like it is being used for falconry.
Very pretty bird...I'm curious of the story too...do tell...
A little more information please, of how you saw it and the strap to it's leg.
