This looks more like the Two-tailed Swallowtail (Papilio multicaudata) to me. The wings on the Western Tiger are more tapered, and though hard to see due to high contrast, I believe I see two tails.
I always have to check the location - they look so similar!

Nice spot! Welcome to Project Noah! Edward, the Tiger swallowtail indigenous to the west coast is Papilio rutulus, the Western tiger swallowtail.
Very pretty. Yellow Swallowtail perhaps? I am new at this. Great spot!
