Description:

not a very large gull, black bill and wingtips, gray back and white tail

Habitat:

spotted over the Indian River flying north in late afternoon

Notes:

These birds are sporting their winter plummage.

I suspected that because of their size and black beaks. Thanks for the confirmation, Ava.
I think this is a Laughing Gull. They look quite different March through September (black head and red bill), but this looks right for this time of year.
