Love these. Dan's right, this is an Equisetum. These are the fertile stems, which are produced before the sterile green ones which photosynthesise. Bit too early to tell which species perhaps:http://en.wikipedia.org/wiki/Equisetum_telmateia
Wow! This is really strange. Looks like some type of Horsetail, Equisetum sp. but I'm not really sure.
