Pied paddy skimmer has a slow and weak flight.The males have the black colored wings.

Habitat:

They are found around ponds, fields, and all kind of pools of water.

Dragonflies. Let me tell you about them! Almost impossible to capture clearly with a photo. I saw one here in Pennsylvania similar to this one. IMPOSSIBLE! Congrats! Very good photo.
