Not sure if this is a Ferruginous Pygmy Owl or a Central American Pygmy Owl. Seen near the beach in Southern Nicaragua

Okay, good to know Trans-AmericasJourney! I did read that you believed this was either a Ferruginous Pygmy Owl or a Central American Pygmy Owl. However, I was simply going off of migration routes of the NPO which do drop down into Nicaragua. The NPO is also listed as avian species that have been identified in Nicaragua. http://avibase.bsc-eoc.org/checklist.jsp?region=ni&list=clements As I mentioned before, I could be wrong as I am more familiar with North American Species, but her sure looks more like a NPO than the other two species you mentioned! It could just be the angle of your photograph...
As I mentioned I believe this is either a Ferruginous Pygmy Owl or a Central American Pygmy Owl, both of which are native to Nicaragua. The Northern Pygmy Owl is not listed as native to there.
Great Shot! I could totally be wrong about the ID, but it sure looks like a pyg to me! I looked at their range and it does show that they migrate down into Central America!
