Hi Staccy. This is a real poser. I would say it is a Reunion Stonechat, Saxicola tectes https://en.wikipedia.org/wiki/R%C3%A9union_stonechat except that species is endemic to Reunion. It is the only chat I've found where the neck ring ascends to the bottom of the beak. All the others have a definite black throat and/or significant white stripes around the eye. This looks like it may be an immature bird, as suggested by Ashley, but I don't know if the neck ring would change that much between an immature African Stonechat and the adult. I'm going to keep looking.
