Description:

This is a very tall (15') plant which is currently fruiting. This is the "weeping" variety which may be "tortuose."

Habitat:

Euphorbia ingens is a species of plant in the genus Euphorbia and the family Euphorbiaceae. It is native to dry areas of southern Africa. It is popularly known as the "Candelabra Tree", and its milky latex can be extremely poisonous, and a dangerous irritant.

So in following craig and patrick's lead, I think this is euphorbia ingens weeping form.
This is probably Euphorbia ingens - the wonderful twisted version. I think the name might be E. ingens tortuosa, but I can't be sure of that.
craigwilliams thanks for the excellent lead! It may be ammak. I'll take that information and dig further.
Maybe Euphorbia ammak but I'm no expert on succulent Euphorbs http://en.wikipedia.org/wiki/Euphorbia_ammak
