These are galls, I'm guessing made by one of the gall midges (Cecidomyiinae). I'm afraid I probably cannot help much beyond that. But take a look starting at http://bugguide.net/node/view/373038/bgimage?from=0 and see if you can narrow the ID more. Otherwise I'd label the spotting as "Gall Midge (Cecidomyiinae) Galls."
