Description:

I think the top of the body is a pale blue green. I would like some help with the ID Dark wings with white specks.

Gardens, Flower infested places!

I have to agree with Kristen that this is a Long-tailed Skipper. Notice how the dark postmedian band remains continuous on the hindwing. Also, note the smooth appearance of the band on the forewing, compared to the somewhat jagged pattern of the Dorantes Skipper.
I'm thinking from your photo this doesn't seen to be a vivid a blue/green as a Long-tailed skipper. The Dorantes is a toned down version!
