Relative to the size of everything else in your garden, these guys are at the top of the food chain - which means you have a very healthy garden if you see these predators doing well. Personal experience - do not handle if you do not have a very high tolerance for pain.
At first glance, I thought this was an Assassin Bug. But looking closer, I noticed that notched ridge along the thorax. That makes it not an Assassin Bug, but a cousin- the Wheel Bug.
