Thanks, both of you. I thought it might be a Northern Harrier, but Red-shouldered makes sense. I used to see one R.S. a lot but it wasn't as dark as this bird. And this one doesn't have any obvious red shoulders like the others I've seen. But that could just be the lighting.
I agree with John's ID. This is a California subspecies.
