Fungus?

Habitat:

I found this growing on a tree in my backyard. I believe it is a fungus of some type. We have had record rain falls this year and the fungus growth in our area is crazy! Anyone have any information?

These look pretty much like fresh shoots - get a closer view if the ends show signs of being leaf buds
I agree with Alex, looks more like water sprouts or suckers, but it is hard to tell from the photo.
when you can, go something closer with the camera for an additional picture !? But even now, for me it looks like new sprouts of the tree, { maybe he wanted to catch the rain falls allready in the air :) } maybe !!!
