Potentially, yes. The dorsal fin contains venomous spines. The venom is quite toxic. The fin normally lies flat, but if the fish feels threatened, it will erect the spine, and a predator--or someone's hand or foot--could receive an unwanted injection.
Things that look like that are referred to as "yoo-gly"!
