I am almost sure it's a Lamiaceae, but do not know the species ... Thanks for comment
My first thought was that this was a Pedicularis or closely related parasite. Can't find any with blue flowers though :( Could also be something in Lamiaceae though, Scutellaria or Salvia perhaps?
