Hmmm.. very interesting. This appears to be a birch tree maybe? It seems to have a wound in the bark, and sap is dripping out. Basically, the tree is "bleeding". It has then hardened. The lumpy stuff above it MAY be a "gall"... kinda like a wart on the tree. Often caused by either insect damage, bacteria or a virus. Usually not a huge cause for alarm. (Galls are kinda cool, in my opinion! ;) )

I think your spotting may be tree sap, not an organism by itself but the tree certainly is! You might add another photo or two of the tree and shift your focus to that. I changed the category of your spotting to Plants for you. BTW, spotters should only use the common name space for the name of the organism, if known. If you don't know what your spotting is then the best thing to do is indicate that by ticking the box that says "Help me ID this species". Thanks and again welcome!
