Damselfly, tricky to get closer with this distance picture. We would need to see more details, like the color of the tail from different views and the markings around the head and sometimes even the venation and structures of the wings. https://www.flickr.com/photos/timrandall44/12350714574/ There are probably dozens of species in Sri Lanka.
