On the Gulf Coast of Mexico, this would be either the Neotropic Cormorant (Phalacrocorax brasilianus) or Double-crested Cormorant (Phalacrocorax auritus). The pale breasts and bill size make these Double-crested.
Definitely Cormorants but as there are around 50 species worldwide and more than one in Mecixo, which my books do not cover, I cannot give a definitive answer.. You could post the picture with a question at http://www.birdforum.net and will probably get a definitive answer fairly quickly.
