Hi Jack, this looks like a male mantis from genus Stagmomantis. There are a couple species from this genus found in your area. I think this one is most likely a Carolina Mantis, Stagmomantis carolina. Stagmomantis limbata has a blue upper lip (it is hard to see in your images).
