This is either Ramariopsis kuzei or Clavulina cristata, but I lean toward the Ramariopsis. http://www.mushroomexpert.com/ramariopsis_kunzei.html

This is a coral fungus. I'll try to get you an ID later today, but you may want to submit it to the Mushroom Mapping mission to get the attention of the mycologists in that mission.
