Pseudo succulent with 3 types grafted.

Habitat:

Municipal gardens, Chennai, TN, India

Notes:

3 part stems, flowers are a distinguishing feature of this and many euphorbia.

Yes Martin.. Its Euphorbia... I agree with you..
The second pic is clearly grafted - two different euphorbia species.
This is Euphorbia, a every second succulent is (but not a true cactus) I think it is E. trigonia. I have some of these in pots but none as special as this one. New growth has leaves that get replaced with thorns next year. I don't understand the apical growth but believe it is the same species. This feature is sometimes grafted onto other stem stock.
