These are such interesting insects. They mimic icheumon wasps to some degree by looking like them, but the really interesting thing is they will take their front legs and wave them around in front of themselves, such as your subject it doing. In doing so, it may be making sure that potential predators mistake those white-tipped legs for the white-banded antennae of the more dangerous ichneumons.
Nice shot. This is a stilt-legged fly, possibly Rainieria antennaepes, but Rainieria for sure.
