Very small spotted toad (about the size of a fingernail) living by the river in Ohio.

Habitat:

Living among the rocks by the Miami river in Ohio

I tentatively vote for Fowler's toad (Bufo fowleri). If the cranial crests touch the parotoid glands, it's B. fowleri. If they do not touch, it's Bufo americanus (American toad).
You could try this resource: http://ohioamphibians.com/frogs/frogspecies.html There are 2 types of toads in Ohio per this resource: Eastern American Toad (more likely) and Fowler's Toad. Both are 2-3 inches.

I don't have an ID for this spotting, but Alytes obstetricans is a European species.
