I've been looking at this too Tony. I'm inclined to think it's P.cookianaum which is supposed to have green inner tepals like in your photo and can have either yellow or red outer tepals. I also found a photo on this page (you need to scroll down almost to the bottom) which looks almost exactly like the flowers in your photo. It says: "..The two species occupy different habitats; P.tenax is a plant of wet, open ground, and P.cookianum is a species of subalpine habitats....." http://www.andydownunder.com/nature_profiles?id=34

There are only two species. I think this may be the red tepaled form of Phormium cookianum: http://en.wikipedia.org/wiki/Phormium_cookianum
