My skylink to the three files I copied to be sure it was a flowering cherry are below. I see that there may also be small root cutting where the tips of the branches have touched the soil and grew roots. These could be cut in Spring and planted in a light sandy loam soil.

@Apple saw this single picture and blew it up to see closer. This is a cherry. A specific cultivar/cross called Snow Fountains. Should be available in most nurseries by name. Plant in spring after danger of frost. My guess where you are that would be around June 1st? Earlier plantings can cause new growth to be frozen back and cause death due to the additional stresses from new transplant. There is no Wikipedia listing for this specific cross so I sent a link from the Missouri Botanical Gardens.
